Chief Commissioner

Sandeep M. Bhatnagar, joined the Government in 1984 and is currently working as Chief Commissioner of Customs, Central Excise and Service Tax, Hyderabad Zone. Earlier, he worked as Joint Secretary (Customs) in the Department of Revenue, Ministry of Finance. Over the past 32 years, he has extensively dealt with both policy formulation and implementation of the indirect taxes. He was the National Negotiator for the Trade Facilitation Agreement at the World Trade Organisation (WTO). He has also handled trade matters at the Consulate General of India, New York.

Sandeep M. Bhatnagar has been a member of various Expert Groups set up by the Government. He was also Member- Secretary of the Task Force on Indirect Taxes (Kelkar Committee). He is currently engaged in the finalization of GST laws. He is a recipient of the Presidential Award for Specially Distinguished Record of Service.

Dear colleagues and esteemed tax payers, welcome to Hyderabad GST Zonal website. It gives me an immense pleasure to inform you that this Zone has visualized, conceptualized and embarked upon an ambitious target of developing a website embedding all the requisite information in one place for the benefit of both-the officers as well as the tax payers. Living in an era wherein the entire nation is anxiously waiting for the biggest tax reform since independence i.e. Goods and Services Tax (GST), the Hyderabad GST Zone cannot but upbridge itself to keep up the pace with the evolving times. This website is a testimony to the fact that the entire Hyderabad Zonal formation of CBEC will be continuously striving to create a well efficient, easily accessible and sustainable platform for all kinds of stakeholders-ranging from the eminent members of Trade and industry to the general public at large.

This Zone has been continuously contributing to the National exchequer over the years with a dedicated system of well trained officers and staff coupled with the use of latest technology for the benefit of tax payers. To cite an example, the total revenue realized in FY 2016-17 grew by 12.5% over the previous year notwithstanding the negative market sentiment and sluggish growth experienced in the year gone by. To cope up with the unforeseen challenges that are likely to crop up in the new GST regime, the Zone under the guidance and help received from DGHRD, New Delhi had taken up the task of cadre restructuring. As a result, the present Administrative set-up of this Zone is as follows:

Thus, the zone for administrative convenience has been divided into 30 Divisions with 150 ranges. Apart from these, there are two Audit Commissionerates with 8 circles each. Furthermore, this website contains elaborate details about the initiatives taken for efficient taxpayer services. Prominent amongst them is the setting up of GST Seva Kendras along with the Guidance manual that can be easily accessed by the taxpayers from the tab provided on the home page of this website. Also, in order to help the trade and industry and especially the MSME’s, this website has come up with a unique aspect wherein inquisitive traders, manufacturers and service suppliers can request for a GST Outreach program to be conducted by the departmental officers at the venue and time convenient to the requesting taxpayers.

Not to mention that it is important on the GST journey, the tax administration proactively assures taxpayers especially small and medium taxpayers that trade facilitation is a cornerstone of the new tax regime. I am confident that this website will function as a one shop-stop solution for all the practical needs of the taxpayers and the general public at large thereby taking a leap forward in visualising the Hon’ble Prime Minister’s goal of Ease of Doing Business.

Chief Commissioner’s Message

I have great pleasure in welcoming all taxpayers and netizens to this GST website of the Hyderabad GST Zone, which is being launched on a historic day i.e., 1st July, 2017 to mark the introduction of GST.

This website is linked to a web portal common to both the Hyderabad GST Zone of the Central Government and Telangana State GST. This common web portal translates into reality the aim of both the Central Government and the State Government to provide a coordinated administration under GST.

The Hyderabad GST Zone comprises four GST Commissionerates i.e., Hyderabad, Medchal, Ranga Reddy and Secunderabad. It also includes two Audit Commissionerate and two Appeal Commissionerates. This Zone also has a Customs Commissionerate. The new GST Commissionerates shall also handle the legacy work of Central Excise and Service Tax in the State.

This website provides comprehensive information on all aspects of GST – statutes, rules, notifications, circulars, trade notices etc. The webpages of the individual Commissionerates contain information specific to their respective jurisdictions.

Of particular interest to taxpayers especially the SME sector would be the information on GST Seva Kendras and the ‘Guidance Manual for the GST Sewa Kendras’. This Zone takes pride in being in the forefront of taxpayer facilitation and the GST Sewa Kendras and Help Desks therein are geared up for this to ensure a hassle-free transition to GST. The Guidance Manual details various services that are available to taxpayers at the GST Sewa Kendras. These services are available to all taxpayers regardless of their registration with the Central Government or the State Government.

An innovative facility being provided through this website is that trade and industry associations and others can request the Department to organize an outreach programme / workshop on GST which may also be on specific topics relevant to their respective trade/industry/profession.

I am confident that all stakeholders would make full use of this website for enhanced compliance and smooth transition to GST in the national interest.

I commend the officers and staff for this initiative to launch a common web portal for the GST administrations of the Central Government and the State Government and a new GST website for the Hyderabad GST Zone, both a first in the country.
