The Commissionerate was formed on 01.07.2017 coinciding the formation with the introduction of one of the largest Indirect tax reforms to be undertaken by the Union Government viz. Goods and Services Tax (GST). In an era of self assessment, the compliance verification mechanism hinges on the three pillars of Enforcement, Scrutiny and Audit. While there are dedicated field formations of CBIC for the first two, the third aspect is being taken care of by Audit Commissionerates. Tax Audit aims at detecting non-compliance of tax laws and promoting voluntary compliance. Audit also guides and educates tax payers on the application of tax laws and improvement in record keeping to enhance overall compliance level. We are one of the 48 Audit Commissionerates of Central Tax & Customs existing all over India with the sole purpose of undertaking compliance verification. This Commissionerate serves the compliance verification needs of the Executive Commissionerates of Secunderabad and Medchal GST Commissionerates of Hyderabad Zone of Central Tax & Customs.
Apart from undertaking verification of units allotted to various Audit groups, this Commissionerate has also strived hard to achieve the important policy objectives of the Central government viz. Readiness for GST, emphasis on Infrastructure as well as Swatch Bharat initiative and Covid-19. Adequate training had been imparted to the officers on GST by conducting training sessions. A GST Seva Kendra has been made functional to cater to the queries of the trade. Two new Circle offices were inaugurated in Warangal and Nizamabad to cater to the needs of Mofussil area Tax Payers and make the Audit convenient by doing it at their door steps. As part of Swatchta Action Plan, cleanliness drive was undertaken in and around premises of Nilofer Hospital along with conduct of a seminar on rooftop gardening. I am also happy to inform that the then Zonal member Shri John Joseph had personally inaugurated the renovation of water tank and toilets in the premises of Government High School, Nampally. This Commissionerate has also executed renovation of Govt. Primary School at Gachibowli, Hyderabad. We are happy to inform that in the time of Covid-19 pandemic we are moving towards desk based audit for large and medium units as well where tax payers can submit the documents online for audit and premises audit will be avoided to extent possible.
With all these efforts being undertaken by this Commissionerate in such a short span, I sincerely hope that diligently continuous steps will be undertaken in meeting the performance standards in a holistic and sustainable manner.
